The opening of the cabinets for teaching courses in English language, Information Technology, Macedonian and Albanian language are part of the program of NDC Skopje to support the local self-government- municipality Jegunovce.

In 2005, NDC Skopje realized several dialogue seminars with the parents of the children who study in the central primary school "Shemshovo" in the village Shemshovo, as well as in the local primary schools in the villages Ratae, Zilche, Ozormishte, Sirichino, Preljubishte, Tudence and Kopance (municipality Jegunovce). After finishing the seminars with the parents, 10 dialogue seminars were organized with their children. Several topics were included throughout workshops and games: dialogue, communication, non-violence, tolerance, building trust and team work. The aim of these seminars was to establish communication among children of different ethnic background (Macedonians and Albanians), which has been broken down  since 2002 when it resulted into a complete division of the educational system on ethnic basis in  the municipality Jegunovce.

Several ideas came out of the seminars for possible common multiethnic activities, actually, for continuation of the activities of informal education. The children have shown greatest interest in studying Information Technology and English Language.

NDC Skopje with the financial support of the Norwegian embassy in Skopje, in May 2005 opened the first three cabinets for starting the courses in English and Information Technology. In the local primary school in the village Ratae, (ethnic Macedonian village)  a cabinet for studying English was opened - elementary course for the students in 5th and 6th grade. In the local primary school in the village Preljubishte (mixed ethnic village), a cabinet for studying English was opened advanced level for the students in 7th and 8th grade, and in the Central primary school in Shemshovo (majority of Albanians) the first cabinet for Information Technology was opened for the students from 5th to 8th grade.

Because of the great interest of the children for studying the courses in Information Technology and because of the small capacity of the cabinet for  IT in Shemshevo, NDC Skopje opened another cabinet for IT in March,2006, in the village Zilche (ethnic Macedonian village) which was intended for studying elementary courses (for students in 5th and 6th grade) while in the cabinet of Shemshevo, advanced courses in IT were studied (7th and 8th grade).

The education in all of the cabinets is performed bilingually, in Macedonian and Albanian language and it is realized by two teachers (Macedonian and Albanian).

This bilingual education has led to an increase in the interest in studying another language among the students. In April, 2006 NDC Skopje opened the first cabinets for studying courses in Albanian and Macedonian language for students from 5th to 8th grade. The cabinet for studying Albanian language for the Macedonian students was opened in the local school in Zilche, and the cabinet for Macedonian language which is intended for Albanian students is going to be opened in the village Shemshevo.

Nowadays, these cabinets are attended by more than 220 students from 5th to 8th grade.

The opening, the equipping, and functioning of the courses and cabinets, are financially supported by the Norwegian Ministry of Foreign Affairs.
